Southland is made up of three territorial authorities (councils) – Invercargill, Gore and Southland. There is also one regional council Environment Southland. The regional council is primarily responsible for looking after the natural environment.

Territorial authorities (councils) look after a range of community assets. This includes:
Roads, bridges, water supply, sewerage
Rubbish including emptying road side bins
Parks and reserves
Swimming pools, libraries, some museums and art galleries
Regulatory activities like building consent, parking fees, animal control, food and liquor licensing.
